Job title: PB CLE Program Manager

Hours: 40 hours per week

Pay: $70,000 per year with up to four weeks of paid time off and no additional benefits

Description:
PB CLE is a grassroots coalition working to deepen democracy and create the conditions for economic and social justice in Cleveland by organizing residents to take action for the equitable distribution of resources and power. PB CLE is seeking one (1) full-time Program Manager to lead the process for a People’s Budget pilot over approximately 18 months.
Informed by pilots in Detroit, St. Louis, and other cities, PB CLE’s People’s Budget pilot program will enable neighbors to share ideas and select proposals on how to spend a pool of funds in their neighborhood. Through this People’s Budget pilot, residents will have real power to make real decisions. The pilot is a smaller version of what 33,000 Cleveland residents voted for when they supported Issue 38, a People’s Budget, in the 2023 election. The Program Manager will be key to planning, leading, and evaluating the PB pilot in collaboration with residents, the PB CLE steering committee, and participating neighborhood organizations. Over a period of 18 months, the Program Manager will build the processes and people power necessary to launch the PB pilot in 2025, implement a six-month process of idea collection and resident voting, and then oversee evaluation of the pilot.
This work starts by recruiting a Neighborhood Steering Committee in the selected pilot neighborhood and supporting that Committee in creating an implementation guidebook. It involves playing an active role in program meetings and events and liaising across a multi-racial, multi-class coalition of people.
Key Responsibilities:
Create a detailed program work plan based on educational materials (PB case studies, best practices, etc.) provided by PB CLE.
Develop and implement an outreach and recruitment strategy for the selection of a neighborhood Steering Committee.
Facilitate development of the neighborhood Steering Committee’s PB implementation guidebook; co-create a volunteer outreach and engagement plan, and train Steering Committee on PB and community engagement practices.
Serve as a trusted advisor to neighborhood volunteers, organizations, and Steering Committee members, ensuring community needs and voices define the PB pilot.
Lead and in program meetings and events involving PB CLE, neighborhood organizations and residents, and/or movement partners.
Create and implement a project voting process in the pilot neighborhood.
Support pilot communications and media outreach efforts
Support pilot budget management
Support program evaluator in tracking data for the pilot’s final, written report
Key Skills and Experiences:
We are looking for candidates with the ability to:
Communicate respectfully and authentically with Cleveland communities including
Facilitate engaging, relational events and meetings that present information in a clear and compelling way;
Navigate conflict with practices that open space for insight and understanding;
Articulate a systemic analysis of the urgent need to revitalize democracy in Cleveland and beyond;
Use a CRM database system and other computer software, such as Google Suites, Microsoft Office, and Zoom;
Be self-directed and organized, both independently and among teams;
Coach people with a variety of skills and backgrounds to feel confident and dignified about their participation in a local, democratic process.
Strong candidates will have experience related to the following:
Community organizing, program management, campaign management,
Leading extensive community-based projects involving neighborhood leaders and hundreds of participants
Managing projects with complex and competing tasks and stakeholders

Compensation
The Program Manager will be contracted through PB CLE’s fiscal sponsor, Cleveland Owns, at a rate of $70,000 per year with up to four weeks of paid time off and no additional benefits.
